We usually give warns to the players who do close range unintentionally but considering Meer is a regular player of VCAD being aware of the rules still doing close range blatantly and intentionally is serious rule break which leads to seven day RPG ban from the server.
As for the second report, I've given one week ban but the accused person may commence a new ban appeal if he has anything to offer in his defense.
